Purpose
Midwives into a fair and transparent future.
We build governance technology because the tools to make decisions fair, visible, and accountable already exist. Someone just has to put them to work.
Governance doesn't fail because of bad policy. It fails because the processes through which decisions are made, resources are allocated, and outcomes are measured remain invisible. When no one can see how things actually get done, accountability is impossible and trust erodes.
tech reform exists to change that. We are not building the future for anyone — we are helping it emerge. Through structured, transparent methodology we make the operational layer of governance visible, measurable, and improvable. Every process mapped. Every decision auditable. Every outcome traceable.
Collaborative Process Governance is the heart — the principles we work by. ProcesOS is the head — the platform that thinks in processes. tech reform is the body — we execute, deploy, and run the operations that keep institutions accountable.
The Foundation
Research, not opinions.
Everything we build rests on published research, international governance frameworks, and real-world pilot implementations.
POLIS Blueprint
A cybernetic governance architecture grounded in Stafford Beer's Viable System Model — adaptive, decentralised, and built for sovereign communities.
Collaborative Process Governance
Six-phase cycle — Map, Quantify, Validate, Simulate, Decide, Execute — turning opaque workflows into shared, evidence-based decisions.
FAIR Framework
Future AI Investment Responsibility: Respectful Entry, Shared Development, Data Stewardship, Inclusive Results — governance values made operational.
ProcesOS
The open-source platform that brings it all together — process modelling, stakeholder validation, simulation, and transparent execution.

Managing Director & Founder
- Chair, AIFOD IRB
- Chair, FAIR SC4 Sustainable Impact
- Delegate, AIFOD Standards Committee
Jeremy T. Stein founded tech reform with a conviction: organisations fail not because of bad tools, but because of invisible processes. He chairs the AIFOD Independent Review Board (af.net/irb) and FAIR Subcommittee 4: Sustainable Impact, and serves as a delegate in the AIFOD Standards Committee. As co-author of the FAIR Process Governance framework, his contributions to AI governance have been taken up by the United Nations as part of UN 2.0. In 2025, tech reform was recognised with the Innovation & Excellence Award for Business Automation Solutions of the Year. His approach: capture every process with numbers, simulate it, make the ROI visible — then automate.
